Building + Planning = Integration + Participation

First of all this is quite an adventurous thesis, which under the current circumstances (12 / 2015) raises many questions. Some of those questions shall initially be put up for discussion here and shall (tentatively) be answered:

  1. Who is ANY U P A E - ANY Urban Planners Architects and Engineers* corresponding translation: "Any human can be a potential urban planner, architect and engineer!" ?
    These days this is just one – Stefan Frischauf, Dipl. Ing. Architecture / urban planner. See here below “Personal data” – there you can also find a CV as a *.pdf / download.     Following the failure of “ANY 
    Architects and Engineers – Networking partner for project development and planning devices“ I amended the phrase: “but learn your lessons in between“ to Samuel Beckett’s Motto: “Ever Failed? – Try again. Fail better.“

    This now should be documented below on the following pages.
    Regarding its legal form ANY U P A E soon shall be founded as an association and that way shall also be entitled to receive donations / grants as a nonprofit organization.
    A short warning: intricate situations and the experiences gained therein cannot be reduced to flowery phrase like statements. But “brought back down to earth” they might rather be filled with action by some keywords.
    As is well-known Soeren Kierkegaard once made the difference between knowledge, gained from books – “wide reading” and knowledge won in life itself – “experience” and evaluated one of those “one thousand times moer important” than the initially named source of knowledge.

    Things – and humans acting in between or rather persist anxiously are complex and multilayered. To say it with Albert Einstein: “You should explain everything as easy as possible, but not more easy”. Therefor the field of vision shall be broadened beyond many one’s own nose. 

     
  2. Which are the targets ANY U P A E  aims at, or rather – whose request does it pursue?   
    As an association – thus as a nonprofit organization, whose work is based on donations I first want to become capable of acting together with friends, partners and supporters. Therefore I’m starting a crowd-funding campaign, wherein first of all print and editing of my books and with that the continuation of my / our work shall be financed.
    Further on ANY U P A E  aims at extending the terms  - the fields of architecture and the city. Urban and regional development shall be enabled according to the needs of “society” – humans from all social and ethnical origins inside of a community. Therefore levels for negotiations amongst different commitments have to be installed.
    On the four topics – (technical) building and planning, socio-economic, ecological and specific local solutions for structural challenges we want to constitute and refine the equivalent instruments and that way want to enable “sustainable” (project) development between strong and weak pressure groups. In addition to that options, which have been “postponed for quite some time” shall be speeded up procedurally – keyword “affordable living space”.
  3. What are the services ANY U P A E  offers?   
    In Initiatives it’s all about suggestions for tangible project development to be taken into public space. Here it’s first of all about actually kicking off the   discussion. This might also match the interests of investors, authorities and communities. Finally it’s all about (built) responses to the question: Where and how do we want to live – here and now – and – where and how do we want which life for our kids?    
    Mediation and Moderation in the course of building and planning processes concern the procurement between strong and weak interests on the community and the federal level. Conflicts amongst users and investors and landlords and tenants shall respectively be accompanied and shall be lead to pragmatic common solutions and balance of interests.

     
  4. What methods does ANY U P A E  apply?  
    For achieving that we are developing creative planning elements, which shall be represented shortly below – in my last book more detailed in the course of really experienced and equivalently evaluated case studies. Ultimately all that serves for improving communication and presenting comparable cost estimation – also the design and its variations and its further developments.
    Also the “architectural and urban planning competition” that way shall experience an essential reassessment and reanimation. The best concepts shall be fostered by open biddings. The key word here is “competition” of modular / prefabricated living space.

     
  5. Who are the clients (or participants) ANY U P A E addresses to?  
    My book “Fragmented Urban Development 201_” is also subtitled with “suggestions of usage for communities and (urban) planners – and for “interested citizens””.
    Within building and planning there are many participants – and correspondent interests and conflicts. Experts and laymen – managers and authorities – builder-owners – investors – it’s all about approaching humans / groups / building participants – responsible persons – “multiplicators” in public space, who are interested into processes of that kind and their improved performance and if applicable also winning them as partners and supporters.

 

  1. In which countries does ANY U P A E want to act?   
    These days my center of interests and work is at Düsseldorf on the Lower Rhine – thus in the most densely populated Federal State in Germany. The subjects addressed here though are definitely exemplarily relevant for most cities and regions in the “legal space Federal Republic of Germany” .
    The know-how gained from experience already emphasized here instead absolutely does include also other fields of action. Following the well known phrase, that “war is the father of urban planning” – Friedrich Nietzsche actually says, that destruction isn’t negative, but “you need to destroy for being able to build” all my studies regarding “Fragmented urban development start with my work at Kabul 2009 / 10. The sorely afflicted war torn country at the Hindu Kush that way also stands for concepts for establishing “new ways of development collaboration” – ways for regeneration and (re-)building  - based on rudimentary existential needs of the people. The basic research for that is laid out in the implied book “Fragmented Urban Development 201_” and there is represented exemplarily.


    The „School(s) for International and Inter-Cultural Development Collaboration, S I n I C C o l“ shall in addition to that amplify – and extend that against the background of the so called refugee crisis. 
    In the final analysis it’s all about learning from each other and creating “win-win situations” for making both sides benefit that way – locals as much as new arrivals, what in case of smart planning and transformation shall also be valid for the local economy and industry here. “Helping people to help themselves at the place of origin of refugees”. We ourselves – our parents and grand parents also have been “refugees” not that long time ago and soon then we became “new arrivals”.
    Thus it’s also about continuing the cultural heritage of the (Central-) European city as a „social city“ – as it was founded and rebuilt after WW2 matching the equivalent demands of the early 21st  century – here and there.
    Insofar ANY U P A E soon then shall be founded as a “Non-Governmental Organization – NGO“ for being able to work out of Germany – just in Afghanistan and other places of origin of and with former refugees.

     
  2. Who are the network partners, who might where appropriate become a “core group”, with whom ANY U P A E want to act?   
    Networking partner in the framework of constructional planning and engineering first of all shall be other architects, urban planners and particularly expert engineers with their own respective focus of work and experience. They might rather shape a “structurally engineered core group”.
    The executing forces – craftsman’s establishments and construction companies – particularly also in each case project-specific parts of the construction industry shall also be won as partners within the framework of local and “external” project-developments and initiatives. 
    And – one thing you will definitely learn during development work in a country like Afghanistan – the work on eye level with social workers – with forces, who are on the ground every day and who know their neighborhoods – thus forces, who in the broadest sense do “neighborhood management”, as it was named by Hartmut Häußermann, the “ex-champion of German urban sociology” – being ready to do partnership work of that kind is fundamental.
    Generally “City makers” nowadays act in multiply woven reference and stress fields. Insofar also professional institutions – the architectural / building chambers of the Federal States and the VDI (union of German engineers) – but also other “multiplicators in public space shall be won as partners.
    Generally said this tangents “politics” just marginally – it’s always about people – and their basic needs and rights. And about a healthy development of places, cities and society. And about levels of intermediation to be installed between authorities and makers and neighborhoods and outsiders, who shall and want to be integrated.
